Born in Vorkuta, Komi Autonomous Soviet Socialist Republic, on 12 July 1949. In 1971 Vladimir graduated from the Kuybyshev Polytechnic Institute, majoring in thermal power engineering. He has a degree of Doctor of Science. Vladimir worked as a shift foreman at the boiler and turbine workshop of the Kuybyshev (Samara) Thermal Power Plant, Director of the maintenance department of the same plant, Chief Engineer at the Samara Thermal Power Plant of JSC Samaraenergo. 1997-2001 - Senior Deputy General Director and Chief Engineer of JSC Samaraenergo. 2001 - Technical Director of JSC Srednevolzhskaya Interregional Managing Energy Company - one of the first Russian managing companies in the electric power industry. 2004-2006 - Acting General Director of the same company. August 2005 - Technical Director, Senior Vice Chairman of the Management Board of JSC Volga TGC (TGC-7).
