Within a month, RAO UES of Russia will prepare its proposals for the improvement of antitrust laws in the area of electric power, Dmitry Akhanov, head of the strategy department of the RAO UES Reform Management Centre, told journalists . The development of a new antitrust control mechanism is currently a power industry reform priority, according to him. The Federal Antimonopoly Service (FAS) in cooperation with agencies is developing new laws to impose restrictions on the sector. A restriction is in force at the moment which stipulates that one market participant must not account for more than 35% of the market capacity in one price zone. However, the concept "price zone" has changed since this standard was passed, noted Mr Akhanov. What the new parameters for imposing restrictions will be Mr Akhanov did not specify, but he noted that this will be a flexible mechanism, not one solely linked to the number of wholesale and territorial generating companies owned by some or other company. |
