The government of Russia has assigned the Russian Industry and Energy Ministry, the Russian Economic Development and Trade Ministry, the Federal Tariff Service of Russia, the Federal Antimonopoly Service of Russia, the Federal Nuclear Energy Agency of Russia, and the Federal Service on Environmental, Technological and Nuclear Supervision of Russia, with the assistance of OJSC RAO UES of Russia, to submit proposals for transferring the overall system-related functions currently performed by RAO UES to public authorities and companies being established as part of the targeted industry structure. Besides, the above-stated agencies have received orders to submit proposals for introducing a number of amendments to the plan of measures for reforming the power industry in 2007-08 which includes development of regulations and standards. Special attention should be paid to the decision-making on the federal executive agency which can be entrusted with functions of government control over the activities of the council of the electric power and capacity market, as well as the issue of candidacies for representatives in the supervisory board of the council of the electric power and capacity market; to the establishment, and the definition of the status, of the state system for long-term forecasting in the power industry, including the establishment and maintenance of databases on the key actual and expected indicators in the power industry. Proposals are to be submitted for improving the price control system in the power industry, introducing long-term price control parameters, and calculating the return on investment for power transmission; for determining the procedure for antimonopoly regulation and control in the power industry, as well as the procedure for power industry organisations to participate in carrying out export and import operations with electric power (capacity). Also, measures are to be developed to ensure supplies of power engineering and electrotechnical equipment for the power industry. The relevant agencies, in accordance with the decision of the government, are also to submit before November 15, 2007, draft decisions of the Russian government on the allocation in 2008 of cross-budgetary transfers between the budgets of the constituent subjects of the Russian Federation for the liquidation of inter-territorial cross-subsidisation in the power industry within the limits provided for by the federal budget for 2008-10; on the introduction of modifications to the procedure for conducting regular and extraordinary tenders for the right to operate as a power supplier of last resort, including the time frames for conducting them; and on the introduction of mechanisms for trade in capacity in the wholesale market of electric power (capacity) at unregulated prices. |
