The functions of RAO UES of Russia (EESR) within the Ministry of Industry and Energy of the Russian Federation will be preformed by the Federal Energy Agency /Rosenergo/ headed by Dmitry Akhanov, a former top manager of the holding company who in particular was responsible for the industry reform progress. Rosenergo will apparently order scientific research for the power industry. "Rosenergo with Dmitry Akhanov at the helm is to develop the system of state management of the power industry /after the reorganisation of the holding company/," emphasised RAO UES Management Board Chairman Anatoly Chubais in a conversation with journalists. This is how he commented on the statement of Russian President Vladimir Putin on the need to empower the Industry and Energy Ministry and establish a new subdivision within the same to order scientific research for the power industry which was made at a meeting of the Science, Technology and Education Board on November 30. Mr Chubais has repeatedly stated that the principal task for ensuring stable operation of the post-reform power industry is establishment of a government regulator, a system for performing industry control functions currently handled by RAO UES of Russia. The system is to be based on the Industry and Energy Ministry and Rosenergo which is part of its structure. "We do not set the task of securing the powers /for these structures/, what is most important is to work them out," emphasised the holding company's leader. Rosenergo, in Mr Chubais's opinion, will face the task of ensuring government supervision over the power industry reform and shaping a clear mechanism for the industry to function after the reform, reports ITAR-TASS. Here, he added, "the key thing is human resources, including from the RAO UES structure." In turn, Mr Chubais said he was ready to support the transfer of the holding company's management to the Rosenergo structure. "Several ideas of this sort are currently being discussed," added he, without specifying any exact people concerned. |
