On 13 October the Supervisory Board of Non-profit Partnership "Market Council" at a absentee session included 77 additional power market players in the Partnership. However about 10% of the power companies are still not the members of the "Market Council", is stated in the press-release of the Partnership.The main reason why certain companies have not joined the "Market Council" yet is the delay in corporate procedures implementation. The press-release states that the last chance for joining the Non-profit Partnership for these companies will be the session of the Partnership Supervisory Board, which will take place on 31 October. However if these companies for any reasons do not submit the set of documents required to join the "Market Council" until then, the Partnership Supervisory Board will make a decision on depriving them of the status of entities of the Russian power market. As of 14 October 2008, 265 companies are the members of the "Market Council". It was reported earlier that by the decision of the Partnership Supervisory Board the term for joining the "Market Council" for the Russian wholesale power market participants was extended from 7 to 13 October due to the fact that certain companies delayed their entry of the Partnership due to corporate reasons. The current legislation of the Russian federation obliges the wholesale market participants to join the "Market Council". The membership in the "market Council" is also a mandatory requirement for receiving the status of a wholesale power market entity. Moreover, Dmitry Ponomaryov, Head of the Non-Profit Partnership, noted that those Russian power market players who did not join the "Market Council" might not be included into the matrix of energy supply of the Federal Tariff Service (FTS) for 2009. NPP "Market Council" started it operation on 1 April. The Partnership received part of the functions that previously had been fulfilled by the Russian power market trade provider NPP ATS: connecting the power wholesale and retail markets, developing the position of the market players towards the infrastructure organizations, defining trading rules and procedures in the power market, pre-trial dispute settlement and the power market antimonopoly control system. Besides, the "Market Council" will be involved in the liberalization of the power export and import activity in the Russian Federation. |
