North-western Distributing Grid Companies Plan to Establish Reliability Committees at Boards of Directors

23-12-2005

Prime-TASS

Distributing grid companies in the Northwest operating under the jurisdiction of OJSC Interregional Distributing Grid Company of the Northwest plan to establish reliability committees at their boards of directors by the end of the year, according to the press service of IDGC of the Northwest.
The companies' boards of directors will approve a typical provision on the new body in their structure and the staff. These items have already been included in the agenda for Pskovenergo (PSEN), Novgorodenergo (NGNR), Arkhenergo (ARHE), Kolenergo (KOLE), and Karelenergo.
The Northwest IDGC Board of Directors will also examine the issue of setting up a reliability committee on 28 December.
Reliability committees at the Board of Directors of regional power companies (referred to as AO-energo) are established by the decision of the Board of Directors and are advisory bodies ensuring efficient performance of the Board's functions as to the overall management of operations of the companies. Committee decisions are basically recommendations for consideration by the Board of Directors.
The main tasks of the reliability committee are developing and submitting recommendations for issues such as examination of investment programmes and plans for power facility repairs; analysis of their implementation as to complying with comprehensive reliability requirements; assessment of the completeness and sufficiency of measures for managing emergencies and major technological failures and control of their implementation; control and assessment of implementation of contractual and economic reliability management mechanisms.
The committee's jurisdiction includes preliminary examination, analysis and recommendations for issues such as analysis of manufacturing operations in a number of areas as set out in the provision; assessment of the technical status and the level of deterioration and repair of power facilities; planning and analysis of operations for renovation of the company's power facilities; assessment of operations of technical services; and other issues with the exception of those under the jurisdiction of other committees at the Board of Directors.
The numbers of the committee members will be determined by the company's Board of Directors between three and seven members.
