At its meeting earlier today, the Supervisory Board of the non-profit-making partnership Trading System Administrator (TSA) passed amendments to the contract on accession to the trading system of the wholesale power market and to the provision on the procedure of granting the status of a free trade sector player and keeping the register of wholesale power market players, the partnership's press service reports. These documents were approved as OJSC Federal Grid Company of the Unified Energy System (FGC UES) is entering the wholesale power market on 1 January, 2006. From that time on, FGC UES will be buying power on the wholesale market to make up for losses in its power grids; it will be buying power in the amount of actual losses in the Unified National Power Grid (UNPG) minus losses accounted for in power prices (tariffs) on the wholesale market.
The TSA Supervisory Board also considered amendments to regulations of the wholesale power market in the light of regional generation entering the wholesale power market. Approved was, in particular, the procedure of formation of and accounting for consumption to satisfy power plant's in-house needs. The above-mentioned amendments and additions in the light of regional generation entering the market will take effect on 1 March, 2006.
The Supervisory Board next considered lowering the payment for the service provided by CJSC Financial Arrangements Centre (CJSC FAC) to wholesale power market players. A decision was made to approve the payment for the service provided by CJSC FAC to wholesale market players operating in the territories of the subjects of the Russian Federation in the amount of 0.03% of the cost of power (capacity) sold (purchased) to wholesale market players in the wholesale market's regulated sector (allowing of the deviations sector) and free trade sector from 1 January, 2006.
The Supervisory Board also decided to elect Pavel Shatskii, Director of the Power Industry Strategy Department at OJSC Siberian Coal Energy Company, deputy chairman of the TSA court of arbitration. |
