A working meeting of Vladimir Torlopov, Head of the Komi Republic with Mikhail Slobodin, IES-Holding President, Roman Nizhankovsky, IES-Holding Executive Vice President, Urals Generation Division Director and Sergey Emelchenkov, IES-Holding Vice President, Retail Division Director was held in Syktyvkar on 24 September 2009. They discussed consumer arrears on payments for power supplied by IES-Holding's companies, and also a pilot project on energy efficiency in Vorkuta. In the near future this project will be submitted for consideration to the working group for energy efficiency under the President of the Russian Federation.
Vladimir Torlopov expressed his hope that the working group would support the project, and promised to render comrehensive assistance. According to Mikhail Slobodin, if the project named Energy Efficient City is put into effect, Vorkuta will become ‘an example of a significant increase in energy efficiency.' Discussing the problem of arrear payments for power resources in the Komi Republic, Mikhail Slobodin called the situation ‘point-critical'. He expressed his appreciation of the help rendered by the Komi Republic Government in solving this problem, and also his hope that due to joint efforts of the company and the Government utilities payment discipline could be radically improved. On the same day, IES-Holding President took a flight to Vorkuta where he had a meeting to discuss the Energy Efficient City project. Participants of the meeting also discussed a plan of actions for establishing a unified company under the management of IES-Holding, which would produce and supply heat and sell electric power to consumers in Vorkuta. Besides, special attention was devoted to developing a plan of actions aimed at energy efficiency of Vorkuta utilities and power supply systems. In particular, to solve the problem of the so-called ‘abandoned houses' it was suggested to increase heat flow density and make heating systems in buildings more efficient, including use of modern heat-insulating materials. The project also includes reconstruction of heat points and pumping facilities, as well as partial replacement of heat networks with use of advanced technologies. Implementation period of the Program is 5 years. According to preliminary estimates, it will require 1,321 mln roubles (including all sources of financing). The project's annual effect will make about 228 mln roubles. |
