At the meting held on October 1, 2009 the parties discussed operational readiness of all IES-Holding companies in the Sverdlovsk Region for the 2009/2010 heating season. They also discussed heat and power plants operation under new conditions of wholesale electric power market. The situation in the town of Kamensk-Uralsky (where in a number of districts heating season hasn't begun) was discussed separately. ‘We are dissatisfied with low efficiency of the town's utility and management companies. All elements in the structure of heat production and supply should be put in order. We would like to have a transparent system of payments for supplied energy resources,' Mikhail Slobodin said. An action plan aimed at improving the situation in Kamensk-Uralsky in general and solving immediate tasks for heating season (TGC-9 responsibility) was developed with participation of the head of the regional government, mayor of Kamensk-Uralsky, and owners of utility companies. It was decided that IES-Holding would take OJSC Kamensk Utilities Company in asset management for one year. A team of professional managers from utilities sphere will be invited to optimize operation at Direktsiya Edinogo Zakazchika management company. There is also another unsolved problem which does not allow the situation in Kamensk-Uralsky to improve immediately: absence of trilateral agreements between producers, transporters and consumers of heat and hot water. Draft texts of such agreements had been prepared by Sverdlovteplosbyt to make settlements more transparent. However, after several weeks of procrastination Legal Department of Kamensk-Uralsky Administration is not ready to announce its expert decision on these documents yet, although heating season in the region has already begun. ‘Power companies are ready to work round the clock and they will immediately supply the town with heat as soon as this problem is solved,' Mikhail Slobodin said. |
